When image/video uploas fail, do they hold their place?

I am in rural China on a trip, and the video I am trying to upload keeps failing because of the bad wireless connection here. When I restart it to try again, does it pick up where it left off, or does it start anew each time? Thanks.

Bumping your thread every few minutes actually reduces the chance of getting help since it now looks like you have had several people try and help you.
You have an odd issue I have not seen in the forum before and I don’t do videos here either. For images, look in your media library, WordPress will not wright over an existing media but will give it the same name with a number appended to the end (image.jpg then image1.jpg) looking in the media library will let you see what has happened. for images, my suggestion is to make sure they are optimized for the web (small 100k or so not 2.8 meg) so your exposure to connection problems is less, also upload them in smaller batches.
I have also flagged this for staff attention, however the are in a company wide meetup plotting how to rule the world or something like that so their response time is running a bit longer than normal

I am sorry to be a nag, but does anyone know the answer to my question? I really, really want to post this video, but I need to know if it is futile or not.

The staff generally work requests from oldest to newest, so each time you bump your thread you move yourself to the back of the line.
If someone in the forum has an answer that might help you they will answer here, asking every few hours will not help you and some people that help in the forum will not answer bumped threads.
As I said above, I have not seen this question ask in the forum before, so the number of people with your problem is probably fairly low and I would expect that even the staff will need to do some research before they can provide you with an accurate answer.

Hi there – If your connection is interrupted while the video is uploading, it doesn’t continue on from that point next time. You have to upload the video all at once. Is your video file quite large? If your connection isn’t strong enough to upload it directly, another option might be posting it on a third-party service like YouTube and then embedding it on your WordPress.com site from there.
Another thing you might try is converting it into a different accepted file type to see if that uploads better for you. VideoPress supports MP4 (.mp4, .m4v), QuickTime movies (.mov), Windows Media Video (.wmv), Audio Video Interleave (.avi), MPEG (.mpg), Ogg (.ogv), 3GPP (.3gp) and 3GPP2 (.3g2).
