I would like to build my new website on WordPress BEFORE transfering mapping of domain name so I can make sure it works.Can I proceed with building g a website before transferring the domain name?

Yes, you can build a website on WorPress.com with free or paid plan before transferring domain here. As anyway you will need to have an upgraded WordPress.com plan to map or transfer your domain.

Go through below two options and see which one fits for you.
1. Transfer the registration
Your domain registration and billing will be moved from your current domain provider to WordPress.com. That means in future you’ll manage all aspects of your domain here, including renewal, cancellation, or a future transfer.https://en.support.wordpress.com/incoming-domain-transfer/
2. Map the domain.
Your domain registration will stay with your current provider, and you’ll point the domain to WordPress.com instead.
