You have only purchased a custom domain; you do not have any paid plan.
You can still launch your site though, there’s no need to purchase a subscription if you do not want any. You can just select the free plan and skip the purchase.Please note, however, that with a free plan, you won’t be able to set your custom domain as a primary address for your site.

No, you can launch your site regardless of your plan.
You can do it on a free plan or on a paid one. If you see a prompt to upgrade your plan when launching your site, you can skip the purchase.The limitation of having a custom domain without a plan is that it will keep redirecting to your free subdomain fashionsecrete.wordpress.com.

I think wordpress.com gave us semi-value service , not full .Ususally when we bought a domain , there will be full functions , but here is limited functions , was out of my expectation .
Esp. the email service , when i chose the domain package purchase ,it says there was a email service , but now i found email service needs extra charge
And you said , when there is no plan , my own domain always redirect to your xxx.wordpress.com , that is not reasonable .
it seems it was a hiddne pitfall

A domain is just a custom address, it does not offer any additional features.
You can point the domain to another site by changing the nameservers, or adding A records (depending on what your host needs). Here’s more information about that:

You’ll also be able to transfer the domain out to any other registrar after 60 days. This 60 days lock is required by the Internet Corporation for Assigned Names and Numbers (ICANN) and cannot be waived:

In addition to what staff-mckluskey mentioned, keep in mind that setting up a website anywhere on the internet involves purchasing web hosting, maintaining and securing your site and keeping it, the themes and plugins, updated – or pay someone else to do it. You’re also responsible for all back-ups and fixing anything that goes wrong with your site. All of that costs money beyond purchasing your domain name.
With WordPress.com, web hosting, updates and security are included in all plans including the free plan.
The decision then is whether you want to:
A. forward your new domain to your free WordPress.com website here, which you can do already,
B. set your new domain as your WordPress.com site’s primary address with an upgraded plan (starting with very reasonably priced Personal plan) or
C. use your new domain with 3rd party hosting, like GoDaddy, Bluehost and the like, whether you use the WordPress software or something else.You can see a comparison chart at https://wordpress.com/support/com-vs-org/ that compares a free site plan, with the WordPress.com Business plan and hosting your own install of the WordPress software.
