When will WordPress.com premium plans allow plugin downloads?

Hello.
Wondering when WordPress.com non-business plans will allow plugin downloads?
Would like to avoid having to migrate to to self-hosting because of a necessary plugin or two.
Doesn’t make sense for hobbyists to upgrade to a business plan and pay $25 a month

This will never be possible as using plugins on the wordpress.com platform needs a specific server configuration and different security measures.
Are you sure you need those plugins as wordpress.com has several build in features, https://en.support.wordpress.com/widgets/.
What plugins are you thinking of? -
They already did this for the business plan. How would it not be possible?

Hi @creatorvilla, it’s a significant infrastructure change from the way free, personal, and premium sites are set up. Keep an eye on our blog, though. If we make plan changes you’ll find details there.
In the meantime, can you let us know which plugins you need? We might be able to offer another option.
