Where are my background and header options on the Dashboard ?

Thanks for reporting this! I’m looking into it.
In most themes, you can update the background image by going to Appearance > Customize > Colors and then clicking Change > Select image in the rectangle at the top of the colors panel.
If your theme doesn’t have that option, you can temporarily get to the background page by replacing “mygroovysite” with your WordPress.com blog name in this link:
https://mygroovysite.wordpress.com/wp-admin/themes.php?page=custom-background

Thank you so much, Creativity Cultivator. The options were in CUSTOM, but I confused it with CUSTOM DESIGN which has an additional cost. I tried that last year and found it was too time-intensive for me to use effectively.

The background option is mixed in there, but changing the background image or color is a free option—no custom design upgrade needed (which it sounds like you already figured out).
