Where are my plugins?

I am trying to research how to add a weather plugin to my website, but there is no “plugin” option under Appearance (where all my research says it should be located.
Can I install a plugins category somewhere?The blog I need help with is: (visible only to logged in users)

If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

For some reason, all I get is a link to the weather site or an image with the wrong location (I guess I didn’t change the location correctly in the code.)
I guess I’ll just insert a link to a weather site I like and forget the idea of having a plugin or widget on the page.
