where are settings to edit tagline?

  I am trying to edit my tagline, I have read several posts on google that says to go to the left of the Dashboard and scroll down to settings, I can not find settings anywhere. Please point me in the right direction.

  The blog I need help with is: (visible only to logged in users)

  > Dashboard > Settings > General

  2nd line down and don’t forget to click “Save Changes” when done.
