Where are the basic instructions for setting up a second blog?

I can’t figure out how to do anything on this new blog I’ve created. For example, under the name, there’s the sentence “This WordPress.com blog is the bee’s knees.” If I can’t get rid of it, I will delete the blog and go to Blogspot. Where are the instructions?
The blog I need help with is: (visible only to logged in users)

When you say ‘setting up a second blog’, that leads one to believe you’ve already set up a ‘first one’, so the instructions would be the same.

Not quite the same, you go to Dashboard->My blogs in the left menu and then click the “Register a new blog” button.

The problem is I’ve used my first blog so long and have so little technological savvy that I can’t see how to do all the things I do on my old blog on my new one with its different format. It doesn’t have stuff I can do without thinking on my old blog — like a header picture, or a list of favorite blogs in a panel on the side, and so on . . .
