Where are the Permalinks / Plugins?

Hi, I can’t seem to find the permalink settings in wordpress. Where are they located? Do I need to host the blog myself and go through the cpanel?
I’m also trying to add plugins but can’t see them under the Appearances tab. Again, do I need to host my blog before adding plugins?

If you are talking about this blog, http://sunilmuse.wordpress.com/ , then you cannot modify the permalinks, and you cannot use plugins. You can modify the very end of the permalink (post title/page title) as explained here, http://support.wordpress.com/posts/post-title-url/ , but you cannot change the main structure of the permalink.
Plugins and the ability to change permalink structure are only available to people self-hosting their blogs on third-party web hosts with the software from wordpress.ORG.

If I wanted someone to see my blog post without having to give them the login infomration how can i do this?

@perfecttyming in the future, please start a new forum topic for a question.
You can add users to the privacy list at Settings->Privacy in your blog to let them read the posts on a private blog.
