Where are the user roles settings?

Hello,
i have a free hosted account on wordpress.com.In settings / general I don’t find the default user role setting, and any permission / user role setting is completely absent from my wp admin.
Why is that ? Where is it supposed to be ?
The blog I need help with is: (visible only to logged in users)

What are you trying to do exactly? Are you trying to change user roles?If yes, you can follow the instructions given here to do that:
https://en.support.wordpress.com/user-roles/#changing-user-rolesYou can find all users associated with your site and their roles by going to My Sites → People(https://wordpress.com/people/team/)

Hi there, Users register for WordPressdotcom, not for a specific site. After they register on WordPressdotcom, they can follow a specific site.

I dont think you can control specific set of permissions. But you can assign roles to the users which controls what the user has access to.
