Where can I buy Custom Design Upgrade for $30?

    Under Dashboard -> Appearance -> Custom Design:
    The custom design upgrade is advertised as $30/yr. When I click on the link, it sends me to page where the only payment choices are $100/yr or $299/yr. I would like to purchase the custom design upgrade for $30/yr as advertised.

    It’s a new Up-sell thing – bait and switch – been driving blog owners up the wall and filling up the help forum with people that can’t buy the individual upgrades – – the staff answers have not been real clear on what is happening
