where can I buy the domain @ 18$/year

I can’t seem to buy the domain for the above mentioned price. I already have a wordpress.com website which I bought last year and so I am now trying to upgrade my .wordpress.com site but no matter what I do, it comes along with personal/ premium cost. I don’t want any additional features, just a custom domain is good enough for me. Please tell me how can I get that

Domains are no longer available for purchase or mapping individually. They are included with WordPress.com Premium and Business.
Premium and Business plans come with extra space, no ads, custom design, audio and video uploads, and email and live chat support.
