Where can I find a list of default plugins?

Have no site yet and know almost nothing about this so pardon me if I seem clueless.
Where can I see a list of the plugins that are by default set up on every site hosted on a WordPress.com?
Where can I discover the functions of those plugins?

That is not a free hosted WordPress.COM blog. We provide support only for free hosted WordPress.COM blogs and you are posting to the wrong support forum.WordPress.com and WordPress.org are completely separate, have different log-ins and run different versions of themes with same names.
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

This is a multiuser blogging platform. Our blogs are not free standing. There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. There is no upgrade you can purchase that will provide FTP access and the ability to install plugins, upload themes, and/or edit templates and themes in a free hosted WordPress.com blog.

Well, slap me in the face.
I went to WordPress.org and they told me I needed to ask questions about WordPress.com here and you turn me around here and push me out the door.
WHERE THE DEVIL DOES ONE ASK PRESALES QUESTIONS?
I guess I don’t know enough about this to even ask an intelligent question. And frankly, I don’t know what FTP has to do with what I asked, either. Must be a canned answer misapplied.

This answer is no misapplied nor is it incorrect. If you are referring to a free hosted WordPress.COM blog there are no plugins you can install. Simply click the link I provide above please http://en.support.wordpress.com/plugins/

It isn’t.
You can’t use Plugins on a wordpress.com blog. You can use them on a WordPress.org blog.

Note that none of the plans allow you to run advertising or to upload your own themes or plugins. WordPress.COM blogs cannot be equipped for eCommerce transactions. If you need a site that requires a custom theme or plugins — e.g., if you want to be able to sell things directly from your site, or if you want to install discussion forums — a self-hosted WordPress site might be right for you.
WordPress.com and WordPress.org are completely separate.

I’m not wanting to know about free sites. I think I saw that WordPress.com sells hosting services. Where can I ask a question about a NON-FREE service?

Hosting on WordPress.com is always free. There are paid upgrades if you want them, which TT has linked to.
If you want a different host, you will have to contact that host.

PS – look at the Widgets & Short Code – many of them used to be Plugin’s – look for the functions you need – if you have a specific question about what can be done, then ask about the feature –
Also read the Terms of Service very careful judging from your early questions.
Also if you much have Plugin’s here – look at the VIP program, starts around $ 30,000 / year and you need a WordPress superstar on your staff to pass the interview. Also keep in mind that if your favorite Plugin is not on the VIP list already, you will need to get the Plugin approved, I think that is $ 5,000 per plugin

I have some experience with a web host that dates back to 1998, where the pages were built on my computer and uploaded to my site. That site has been dead since about 2000.
Trying to adapt what little I knew even then to how WordPress works, is confusing and frustrating. That’s why I prefaced my question the way I did.
I’ll see what I can glean from the provided links.
