If your blog is hosted by WordPress.com, you don’t have access to your database. If your blog is not hosted by WordPress.com, your blog host will have that information.

Is there something that you;re trying to do that requires you to have access to the database?

it would seem that the database should be available because if you were to try and import your blog from wordpress into another host it is pertinent to have that information.

Are you referring to a wordpress.com blog?
Or are you referring to a free template downloaded from wordpress. org
