If you are running a website on WordPress.com (Not self-hosted), you are not given FTP access for any reason. This is a security measure to protect the WordPress.com platform and ensure isolation of users and their websites.
If you are using running a self-hosted version of WordPress, you will need to obtain your FTP credentials from your respective hosting provider (e.g. GoDaddy, 1&1, BlueHost, NameCheap, etc.). The WordPress.com support team does NOT have access to your credentials from other providers.
