Where do I find ‘options’?

I am wanting to change the title of my blog and from reading the forums can see that I need to go to dashboard>options, however I cannot see ‘options’.
Is this how I change my blog title (not my url, but the title that appears in my header) and if so, where do I find ‘options’?Thanks in advance.

It’s Dashboard -> Settings.
The settings button is at the top right, you can change your title there. :)

Just to clarify why I asked for the URL
It’s because we have been getting allot of the wordpress.ORG
members showing up in this forum & our answers won’t apply
to there version of the wordpress software because we use
the multi version here. -
