Where do I pay for CSS Upgrade and how much is it?

  Been on the site for twenty minutes and can’t find where to pay for the CSS upgrade facility, or how much it is. Dear WordPress can you be a little more transparent about pricing and make it a bit more obvious. Thanks, Martin
