Where do I put CSS & PHP codes to make my theme work?

  I am trying to use the theme downloaded from this page: http://biboz.net/freestyle/ but I am unsure how or where to put the CSS and PHP codes. I understand HTML, but little CSS stylesheets and PHP. The downloaded the theme, “Freestyle”, and have uploaded all the stylesheets and documents onto my server at “http://www.jiscilla.com/freestyle/” Can somebody help me figure this out?

  Here at WordPress.com, we don’t upload themes.
  It sounds as though your question is about WordPress hosted elsewhere. So it would fit better in the forums at WordPress.org.

  I’m so confused on the difference between the two sites (the .com and the .org). Regardless, I will try the .org site forums. Thanks for your help!
