Where Do I Report Cyber-Stalking/Harassment?

I am getting stalked and harassed through comments and the measures to block a person are not working. Where do I report this person? I have pinpointed who they are, and I have not responded to any of their menacing comments. I have, however, screen capped every email/wordpress comment they have attempted to leave, and I blocked them through blacklist in every way possible but they are continuously getting around it, and they are saying things that are making me concerned for my personal safety as well as their mental health. Where do I report these concerns?

Hi there. Unfortunately there’s not much one can do beyond blacklisting and ignoring such a person.
You can try reporting this person to WordPress.com, but unless this person actually has content on his own site that violates the Terms of Service I doubt there’s much WordPress will be able to do about it. In any event, instructions for reporting a blog can be found here: http://en.support.wordpress.com/disputes/
http://en.support.wordpress.com/report-blogs/It might also be able to report the person’s Gravatar profile. Type https://en.gravatar.com/%5Busername%5D into your browser. If you’re logged in to the Gravatar site (same login details as for your WordPress.com account) you should see a Report Abuse link on that page. However, I can’t promise you they’ll suspend this person’s account.
You can also set your blog to private so this person is completely unable to access it, though I realise this is far from ideal and might be considered letting him silence you, but it’s an option.

As I am an author, I definitely cant private my blog as it would negate the entire purpose of me having it :(. Its not the harassment itself that bothers me, I am an adult and someone saying stupid thins to me over the internet is of no consequence, its more the obsessive nature of it that I find psychologically disturbing and its more out of concern for my safety than it is out of the inconvenience of being “cyber-bullied.”
If WordPress isn’t the type of site that can or will do anything, do you know if this sort of thing qualifies as valid to file a police report under? Fortunately, I have no prior experience dealing with a situation like this and I am not sure how to best handle it. -

That depends on the laws where you are. Just two days ago I was helping someone with a similar issue. She actually did go to the police and they told her there was nothing they could do. But perhaps the laws in your area cover this type of thing. You have nothing to lose by approaching the authorities in any case.
Likewise you have nothing to lose by reporting this person to WordPress.com via the options I linked for you above.

Note also that in the U.S. you have several Law Enforcement Orgs for any given area, City (local), County, State, FBI – just start working up the chain
