where is "add new" theme button on wordpress.com?

  Hi, I need help! It looks like the “add new” theme button missing from wordpress.com. I am using wordpress.com to create a blog and use wordpress.com as a host too.
  When I click on Appearance, Themes, there are only three options for me to choose: Trending, Popular, Newest. I am wondering why I can’t add my paid virtue premium in wordpress.com?

  could someone please shed some light?

  No upgrade on WordPress.com will allow you to upload a 3rd party theme. The Custom Design upgrade, which is part of the Premium or Business bundles, allows you to use CSS and some custom design tools to change the appearance of any of the existing 350+ themes found here https://theme.wordpress.com/

  If you purchased a 3rd party theme to use on WordPress.com, you will want to request a refund from the theme author.

  Third-party themes are available if you run the WordPress software on your own hosting, instead of hosting your site here on WordPress.com. You can learn more about the two different types of WordPress sites here:
