Directions tell me to Embed specific things in the <HEAD/> and <BODY/>… I’m using the Twenty Ten WordPress theme, and I’d like to keep that.
After purchasing “Custom CSS” for $30 I thought I’d be able to easily add this…

You are completely confused if you think a custom design upgrade which allows you to change appearance only enable the ability to access those files on a free hosted WordPress.com blog. We cannot access metadata files on free hosted WordPress.com blogs and embed anything whatsoever into them.
Does the Custom Design upgrade let me edit HTML?
