Where is my admin dashboard??

  My admin dashboard is missing! I have tried loading my blog on various browsers (all up to date) and all it does is load my blog minus the dashboard/control panel/toolbar thing across the top. I have cleared cookies & everything and still nothing! What do I do? I have the WordPress app for Android & I am able to see everything there it is just on an actual computer I can’t do anything. I was able to backdoor a post through Windows Live Writer but I really want the bar back to my page. Help please!
