where is my dashboard

I need to export my site. I cannot find the tools option to click.

Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
You have to be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard and navigate to Tools.

I have the same issue. I am logged in as admin but the “Tools” menu doesn’t appear in the dashboard. I can’t export my site. Please help. The documentation is useless if the first step is impossible.

Okay. I just realized what’s going on. The default administration section for a wordpress.com blog is not that wp-admin area. When you click on “My Site” (having logged in of course), that’s some other thing, not the wp-admin dashboard.
It seems the dashboard cannot be intuitively accessed. You have to manually type in: <your-blog>.wordpress.com/wp-admin
Here you can access all the menus in the dashboard. -

Thank you @timethief. I explained the issue in my comment above. I think it would be better for wordpress.com developers to give easier access to the dashboard rather than to the incomplete “My Site” section.

I agree with you as I never use the My Sites section, but many folks who manage both their wordpress.com sites and wordpress.org sites from the same page may not agree with us.
