New to WordPress. I cannot find my dashboard to load the x theme i just purchased

First, you need to make sure you understand the differences between WordPress.com and WordPress.org. Themes cannot be uploaded on WordPress.com but can be uploaded if you purchase a web hosting account separately and install the free, open source WordPress software at that host.

To find your WordPress.com dashboard, click My Sites at the left in the top toolbar then select the blog you want to work on. Then click on the options in the left menu to get started. Here is a direct link to posts: https://wordpress.com/posts/webwriterinc.wordpress.com

I need to build a site using the x theme for a client. I guess I accidently purchased the premium package for wordpress.com, which I assume I don’t need, right? So if I purchase the bluehost package it will give me wordpress.org (dashboard)? Sorry to bother you and thank you in advance.

Correct on all counts. You can cancel the premium plan from https://wordpress.com/purchases however, your case is a bit tricky since you also got a custom domain name as part of that purchase. If you don’t need the domain, you can cancel yourself using the tools on the page I linked. When you cancel a domain, even if you do it early, there’s a chance you won’t be able to get the domain back or that it will get delayed in being released after it is canceled. Domains are weird. :) If you need the domain, I would recommend working with WordPress.com support to ask for a partial refund of the plan while keeping the domain name.
