where is my plugin?

  I don’t have on my wordpress “wp-content/plugins”
  where can I get it? so that I can insert plugins

  We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
