Where is my plugin menu?

So I’m trying to mess around with the plugins and add some widget, but my dashboard doesn’t seem to have a plugin menu, even though the sample screenshots clearly show one below Appearances. Help?

The sample screenshot you are looking at are the dashboard of a self hosted WordPress.org install. They are not screenshots of a free hosted WordPress.com blog dashboard.
There is no FTP access to free hosted WordPress.COM blogs like the one linked to your username and we cannot install individual plugins or third party themes into them. Those found on the internet are for WordPress.ORG installs which run on different software.
