Where is my plugins on my dashboard?

I have a paid for self hosted site. I do not have the plugins menu on my dashboard. I am confused about why, and how to get it. and how I continue to work from here.

You did pay for a domain, but you still have a blog here at WordPress.com. We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.

Okay, so I bought a domain and a host from godaddy.com, and I thought I had it hooked up to here. What am I missing?

In order to have a self-hosted WordPress.org blog, you need to install WordPress from http://wordpress.org/ on your GoDaddy hosting account and then point your domain there by changing the nameservers: http://en.support.wordpress.com/domain-mapping/domain-management/#update-nameservers
