Where is, "plug-in," to add app?

This may seem like a dumb question, but I am tech challenged. I wanted to add this app to my blog: http://reftagger.com/wordpress-tutorial/
The instructions sound simple enough.
First thing it says is, “go to plug-in.” I can’t find, “plug-in,” anywhere on my dashboard. It should be simple. All I want to do is add this simple plug-in.
Just to let you know it was really difficult finding this forum, a place where I could post a question, rather than hunt through useless info. I’ve favorited it for next time.

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

http://support.wordpress.com/com-vs-org/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
WordPress.com and WordPress.org are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support forums http://support.wordpress.com/com-vs-org/

I have no idea how much this costs. Are you saying I need to spend hundreds of dollars just to use a free plug-in? It is very simple, and I doubt WordPress has anything like this.
Are you saying that there is no way I can just add this plug-in, but have to pay someone lots of money to create something akin to this plug-in?
I just do a hobby blog and don’t ask for money or sell anything. So, to spend a lot of money to do something that would make things easier for me and readers doesn’t make sense. But it would be useful.
There is no way to contact the makers of this free app, and I can understand since they aren’t making money off of it.
