Where is the “Static Front Page” menu?

On my own installed WP (Version 4.4) I didn’t get the “Static Front Page” menu item in the Customizer? In my demo account under https://wordpress.com/customize/mydemo.wordpress.com I got for the same theme the missing menu item?
Also there is no option to set the front page under “Dashboard > Settings > Reading”? Do I need a special plugin?

Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins (passwords), features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. We provide support only for sites hosted by wordpress.COM. We do not provide support for WordPress.ORG software installs.
As you are referring to a wordpress.ORG software install on paid hosting, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
