Where is the Blank page for a theme?

I have already created my own website using my own layout. I start with a blank page and add text boxes as wanted, then fill them with my own text, images, etc. I make some of them hyperlinked. Etc. Etc. Word Press is supposed to be a great substitute for iWeb so where is the blank page that I can begin with? Also, what on earth does Word Press mean by a block? Is that some fancy term for a text or image box that can be resized as needed. To be, it means a child’s building block, or a segment of a city layout, etc.

There is no blank page theme, but I understand your thinking. To help you find themes that might be closer to your preferences, here is a link that filters the available WordPress.com themes with the Style filter set to Clean:
