Where is the code that handles image resizing on the fly?

I can set the width, height and crop in the query string but I would like to be able also to set the quality. This impact file size directly and so I would like more control over it.
I know I can set the quality on upload but I have uses for high quality images so I want my copy on the WP server to be 100% quality but I want to display a 60% version to the web.
e.g.
http://domain.files.wordpress.com/2013/12/image.jpg?w=400&h=300
(this works)
http://domain.files.wordpress.com/2013/12/image.jpg?w=400&h=300&q=60
(should render the same image but at 60% quality and much smaller file size).I’ve written the code for this in WordPress but I need to know how to hook it into VIP.

We cannot help you here with that site. We provide support only for free hosted WordPress.COM blogs and you are posting to the wrong support forum.
WordPress.com and WordPress.org have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

Is WordPress.COM VIP hosting – you should have a direct support link / contact somewhere — might go through a single point of contact on your end – VIP hosting is not usually supported in the forum, but with their own support structure
