where is the 'editor' button in 'appearance'?

  I can’t find an access point to the files containing code. I have tried Filezilla and Extendcp with no avail (can’t log on). I’ve read in several places that an ‘editor’ button exists which is nested under the ‘appearance’ button, but not for me apparently.
  Any help on this would be greatly appreciated. Thx in advance for your help.

  You cannot access it and CSS edit any theme on free hosted WordPress.com blog without purchasing an annually renewable custom design upgrade and doing the required CSS editing.
