Where is the 'Install Theme' button?

I cannot find ‘Install Theme’ when I go to wordpress admin panel > Appearance> Themes. Please get back to me at (email visible only to moderators and staff). Thank you!

It sounds like you are trying to install a third party theme for a WordPress.ORG blog
There is no way to upload a third party theme to a free hosted WordPress.COM blog. Those themes are for WordPress.ORG installs which run on different software.
The only themes you can activate on the WordPress.COM blogs are the 210+ available themes found under Appearance > Themes
