Where is the plugin directory so that I can uplad the 'Let it snow' plugin?

  Need to upload ‘Let it snow’ plugin folder to Plugin directory. and activate.
  What is and where is the ‘plugin directory’ and how do I activate and deactivate ‘Let it snow’?
