Where is the Plugin menu?

I feel incredibly stupid for asking this but I cannot find the Plugin menu. It’s just not there. Do I need to activate it? I know what it’s meant to look like and where it’s meant to be because I’ve worked on a wordpress site (not mine) where I could see it – and it was very useful!
I’ve searched multiple forums but can’t seem to find anyone with this problem.

There is not FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. Those found on the internet are for WordPress.ORG installs which run on different software.
