Where is the plugin option

  Hello,
  This is my blog http://winiphonecontest.wordpress.com
  And i am trying to add a plugin which i already downloaded from the directory but i am not able to install it on my blog coz there is no option for it.
  Please help.
  Some plugins are very important for me.

  The blog I need help with is: (visible only to logged in users)

  WordPress.com doesn’t have plugins. I think you mean a self-hosted site.

  Sorry for the bad news, but you can’t add plugins on a WordPress.com free blog, and I’m afraid there’s no way you can request this function. If you need additional features on your blog using plugins, I suggest you consider a hosting provider.
  Have a look at the com-vs-org link provided by jcasta: I’m sure you’re going to find some helpful information there.
