in the new wordpress sites in the dashboards where did the plugin optoin go?

There is no FTP access and no blogger installed plugin capability on free hosted WordPress.com blogs.

http://en.support.wordpress.com/plugins/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes. http://support.wordpress.com/com-vs-org/ If you want FTP access and to install plugins or third party themes then you will have to hire a web host and set up your own WordPress.org install.

I just created a new wp site (3.7.1) in the oder sites in the dashboard there is an option for plugin’s – where has it gone??

As I said above there is no blogger installed plugin capability on WordPress.COM blogs.
If you are referring to another site not being hosted by WordPress.COM then know that we don’t provide support for WordPress.ORG software installs here at WordPress.COM. We provide support only for free hosted WordPress.COM blogs and you are posting to the wrong support forum.
WordPress.com and WordPress.org have different log-ins and run different versions of themes with same names. If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.
