Where is the plugins menu?

  I want to add a plugin to my blog but cannot find the plugin menu anywhere. My page is quite recent (1 month old) and I am using the Oxygen theme.
  Help please!

  We WordPress.COM users cannot install plugins:
  http://en.support.wordpress.com/plugins/

  You’d need wp.ORG to have plugins:
  http://support.wordpress.com/com-vs-org/

  What is it that you are wanting to do with a plugin? Perhaps there is a widget or work-around for the function.

  Ah okay that makes sense, thank you.

  I found a way around it and no longer need to use a plugin, thank you :)

  What way around it did you find? I am still having trouble with this issue. I wish to add the carousel to my main page and am completely lost. :-(
