Where Is The Plugins Option on My Menu???

I have many WordPress sites hosted on our organizations server. I have no problem adding plugins, templates, etc. I created a blog on the WordPress site, and paid to upgrade storage. However, I find no Plugins selection on the menu. How can I get this selection?
I suspect I am going to be told to buy something. If so, can I get credit for the $20 I paid for the storage upgrade if I have to buy a package that includes the storage?

Widgets are only good for sidebars. I need some plugins that will provide functionality and shortcodes for my pages and posts. In particular, and for starters, I need a plugin called “Toggle The Title,” that allows me to toggle whether a page title is displayed. Can you tell me how to do that without a plugin?

There is no FTP access and no plugin capability on free hosted WordPress.com blogs.

There is no upgrade you can purchase that changes anything at all stated here http://support.wordpress.com/com-vs-org/ FTP access, and plugins are available only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs.

Thanks for taking the time to answer.
Do you know of any way to make it so that the page name/title does not appear at the top of a page? Is there any way to emulate a plugin that allows me to display posts of a certain category in a post or page (not in the sidebar)?

The title should be able to be removed with the CSS / Custom Design Upgrade
If you don’t know CSS there are some sharp folks that help in the CSS section
