Where is the wp-content/plugins directory?

I am trying to take advantage of all the new additions that the WordPress team have created for us. One of them is that SHARE button. The instructions below lost me at item 2). I downloaded the thing but cannot find my wp-content/plugins directory. I have looked (seemingly) everywhere…..

We on WP.Com can not download plugins. They can do that on WP.Org. Don’t know if you’re in the wrong forum, or if you’re attempting to do something which we can’t on Wp.Com?

The software is similar (maybe), but the dot-com blogs (FREE) can’t do the same things.
