where to access plug-in menu

I don’t see anywhere on the dashboard for plug-ins and want to put an ‘under construction’ plug-in on the site.

Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:

Thanks so much for your response. I’ll check out the link. Basically, I wanted to be able to work on my site without it being live, so was trying to put up ‘work in progress’ or ‘construction site’ plug-in.
Anyway, it helps to know that I wasn’t crazy after all!

You are not crazy :)
If I may offer a suggestion: why don’t you make your site private while you’re building it? Then it won’t be visible to anyone but you…when you’re ready to launch it, you can go public.
