  I checked http://gistmp3.com/ just now and I found that site is setup using WordPress software, but it is not hosted here at WordPress.com.

  Before we go any further, is http://gistmp3.com/ the site you’re working at or are you asking about a different site setup here at WordPress.com.

  Editing CSS is different in a WordPress.org setup compared to a WordPress.com setup.
