Where to complain about wordpress spam blog?

  Hi,
  A lot of wordpress blogs such as this one: http://jazaruktools.wordpress.com are using our website’s (www.chinese-tools.com) pages to get content in order to promote related links. The text contents of each page is reproduced as a text block, including the menus and event the bottom line “Chinese-tools.com is powered by Jazar (UK) Ltd.”.
  Where to complain and get thoses blogs closed?
