Where to place plug-ins

Where and how do I place plug-ins into my website? I was given a link to something that may sort out my picture pixel problem, but have no idea what to do withthe file? http://www.lieutenant-uhura.com

Plugins are only for wordpress.org installs. We do not have FTP access to free hosted wordpress.com blogs and cannot install any plugins into them. If you tell us clearly what you want to achieve we may be able to suggest a widget ot a workaround to achieve what you want to do.

This may be way too much to ask for but my ‘pages’ are actually just categories and I was wondering how I could have a featured image on each post like here…http://lieutenant-uhura.com/category/music/
Also is there access to more widgets than given in the current theme?
I’m a tech dummy sorry ;-/, just want things to look pretty

Awww thank you, this has really helped and the bit about 620×380 pixels, I was wondering why the pictures were looking funny.
