I’m afraid it doesn’t work like that for a new site at WordPress.com. The majority of users produce content just for the satisfaction of self-publishing and if they can make their site interesting then they may be lucky enough to attract regular visitors to read their articles. When you have some content to promote you can add your site to the Reader. https://en.support.wordpress.com/reader/
If you upgrade to a Premium paid plan then you are eligible to the WordAds programme but you do need many thousands of views per month to produce any return.
