Where's green Publish button in Elementor?

  I’m trying to publish a new site using Elementor. I get the green Update button on the bottom left, but it does not turn into green Publish button? What’s the difference between Update and Publish? and Why can’t I publish? I can save changes with Update button but I do not ever see green Publish button.
