Wheres the page options panel?

Im trying to make my page look like the Sela theme but on the instructions it says click on the ‘page options panel’ in the editor of your home page. But where is this? I’ve tried clicking on everything but I can’t find it.

The Sela theme instructions say:-
1. Publish two pages and give them titles that are easy to remember, like Home and Blog. To publish a page, navigate to My Site → Pages → Add Page.
2. Set the Front Page Template on the Home page. Go to the editor of your Home page. In the left sidebar, open the Page Options panel.
Select “Front Page” in the Templates dropdown menu.In the “My Sites” menu WordPress.com moved the toolbar from the left to the right months ago and changed “page options” to “page attributes”.

Hi Tracy! Your homepage is currently set to display your latest posts, rather than a static page – that’s why you’re not seeing the Page Options area, it’s only available on pages.
If you’d like your site to look more like the Sela demo, first create a new page called Home. Then, go into your Customizer‘s Static Front Page panel and set your front page to display your new Home static page. You’ll then be able to set this page to use the Front Page template via the Page Options area.
