  All themes are optimized for SEO.
  They should all validate.
  You must buy the CSS upgrade and pay each year. You can modify only the appearance, no function of the themes. I don’t know about CSS per theme. It is specific and different for each theme. But which are better? maybe a CSS expert can advise.

  Needless to say, I am assuming you are asking about a blog on WordPress.COM

  (usually I check the URL of a post-er, but I forgot so if you are using WordPress.ORG software on a self-hosted blog, my answer above doesn’t apply to you)
