i think both blogs have the same author. the links in the blogroll are the same. these are mirror sites.

Report them all as duplicates. What they are doing is gaming the system to try and get more google juice and popularity at wp.com.
Having a duplicate of a self hosted blog isn’t a problem as long as it’s marked private, but you’re right this is silly. My guess (can’t get to them at the moment) is that they are just spam sites trying to drive traffic to an external website. Look at the last link and you’ll see what I mean.
