smitsahatiya – Staff is not necessarily needed in this scenario. You can share the different plans, features, and pricing through https://wordpress.com/pricing/ Knowing more about the users site would also help us understand if they’ll require plugins or not.

The biggest difference with our business plan is that the site infrastructure changes. It is set up in a way (on our side) that would allow you to use a custom theme, and plugins. The business plan and premium plan both have live chat support but the business plan has access and priority 24/7.
If you are not sure what your needs are going to be then I’d suggest started with the more affordable Premium option as you can always upgrade to business in the future.
